Shelby County, TN Chooses Selectron Technologies to Implement IVR

Portland, OR, July 2, 2004--Shelby County, TN has contracted with Selectron Technologies, Inc. to provide an interactive voice response solution.   The system will be used by the County's Office of Construction Codes Enforcement to schedule and track building inspections.  

The Office of Construction Codes Enforcement is responsible for the review, permitting, and inspection of all construction projects within Shelby County, consisting of plan review, building, electrical, mechanical, plumbing, signs, and zoning inspections.   The building and permitting staff includes 85 inspectors.   Approximately 50K permits are generated each year with over 5400 inspections occurring weekly.

The current inspection system requires a contractor to leave a phone message with detailed information regarding the permit and the requested inspection.   This information is then manually entered into the County's Accela ‘Permits' Plus® land management software, which is used for plans review, issuing building, trade and sign permits, and for scheduling and tracking inspections.    ‘Permits' Plus then automatically assigns an inspector to the inspection based on the location and type.

Each morning, inspector worksheets detailing the inspector's workload are printed and distributed, and each inspector enters the results of the previous day's inspections into the system.   If the inspection does not pass, the inspector enters the violations and related conditions as part of the result.   The permit holder must go onsite to read the violation notice, and schedule a re-inspection using the same process.  

The IVR system, called VoicePermits™, will integrate with the County's land management software to automate the inspection scheduling and posting process.   Contractors will call the IVR system to schedule an inspection, and can listen to the results of inspections that have already occurred.   Additionally, contractors can request a fax of inspection results as well as the inspection history for a specific permit, and may determine the status of plans that have been submitted to the Office for review.

County inspectors will also utilize VoicePermits.   They will call in inspection results from the field, relaying the status of an inspection such as passed or failed, and recording the reason for failed status by entering a numeric code that corresponds to a description of the violations.   As an added feature, VoicePermits will automatically fax a “Request for Activation” to the local utilities once the final inspection has been passed for a permit.
